- 7 point agreement between Nepali Congress and CPN-UML paved the way for Sushil Koirala to take charge as new PM.
- According to interim Constitution, he still has to contest elections.
- He promised the prepare draft of Constitution in 6 months and promulgate in one year.
- As per the agreement there will no election for President and Vice-Presidents posts now, based on UMLs insistence.
- Elections for Pres and VP, along with PM and Speaker will be held after Constitution is made public, but before it comes into effect.
- The Constitution will be framed based on all previous agreements, like – 12 Point Agreement (2005), Comprehensive Peace Agreement, Interim Constitution and November 2013 elections.
- However, Pro-Monarchy party RPP(Nepal), goes against adopting provisions of previous Constituent Assembly.
