- The Annual Survey of India’s City-Systems (ASICS) conducted by the Janaagraha Centre for Citizenship and Democracy covers 21 cities and evaluates cities on 4 aspects namely:
- Urban planning and design.
- Urban capacities and resources.
- Empowered and legitimate political representation and transparency
- Accountability and participation.
- The study finds that Indian cities are grossly under-prepared to deliver a sustainable high-quality of life.
- In the survey, while cities such as London and New York scored 9.6 and 9.3 on a scale of 10, Indian cities ranged from 2.4 to 4.
- Kolkata at 4.0 was the highest, followed by Thiruvananthapuram.
- Bangalore averaged 2.8 against the national average of 3.3.
- Chandigarh at 2.5 was the lowest due to its poor legal framework as it lacks contemporary planning act, public disclosure law and community participation law.
- New Delhi was adjudged as the best planned city, but all cities score zero on compliance with spatial development (Master) plans.
- Only Hyderabad was found to have constituted area sabhas.
